About John Higgins

John Higgins has extensive experience in providing program management, financial oversight, and technical services on programs executed for, and in cooperation with, a variety of donors and partners, including private sector firms, U.S. government agencies, local governments; and various international and local non-governmental organizations (NGOs). In addition to his technical and management expertise, Mr. Higgins’ skillset includes a comprehensive understanding of strategic program planning and systems development, coupled with wide-ranging contract and financial management acumen. Through his experience managing large, multi-component programs around the world, Mr. Higgins has developed proven skills in: assessments; planning; client service; partner coordination; written and verbal communication; monitoring and evaluation; financial management; and, program mobilization. He has also experienced the full gamut of program development, ranging from defining and justifying national level assistance funding requests to the U.S. Congress all the way down to day-to-day program implementation with staff. Mr. Higgins has served as Program Manager for multiple highly successful Indefinite Quantity Contracts (IQCs) under which his employer won key task orders - resulting in follow-on contracts.
