Administrative Patent Judge at the USPTO in the electrical arts. Empaneled on more than 635 ex parte and 252 AIA cases, and authoring judge on more than 198 ex parte, 66 AIA institution, and 33 AIA final written decisions. Affirmed by Court of Appeals for the Federal Circuit more than 95% of the time, with only two remands and no reversals. One remand resulted from what the Federal Circuit called "a close claim construction issue," and the other from an APA (Administrative Procedure Act) infirmity rather than an error on a substantive issue of patent law. Previously worked as an experimental particle physicist, at which time I helped build, test, calibrate, and install drift chambers (minimum ionizing radiation detectors) for experiments conducted at Brookhaven National Laboratory, Fermi National Accelerator Laboratory, and CERN (European Center for Nuclear Research). My work as a patent attorney prior to joining the Board consisted of patent litigation, prosecution and opinion writing in the fields of analog, digital, and mixed signal electronics, semiconductors and semiconductor processing and equipment, telecommunications, networking, and software. Significant experience in cellular communications (3G/4G), geolocation (GPS, wireless signal triangulation, wifi hotspot mapping), networking and routing (DOCSIS, TCP/IP, 802.11 Bluetooth), data encoding and decoding (Huffman, run-length, convolutional, Viterbi), satellite radio, image and video compression (JPEG, GIF, MPEG), color management systems, and geographic information and location-based systems.
