John J. Kmiec, Jr, Ph.D, is a Professor of Practice of Human Capital Development in the School of Leadership at The University of Southern Mississippi, where he teaches courses in Advanced Workforce Analysis, Competency Models, Change Leadership, Foundations of Human Capital Development, and Workforce Development Models in both the Human Capital Development Doctoral and Master of Science Programs. Dr. Kmiec has over 26 years of experience analyzing, designing, developing, delivering, evaluating, and managing workforce development, education, and training for the federal and state government, military, industry, and academia. He is a highly experienced Human Capital Development professional, having served as an Instructional Systems Design (ISD) Chief in the Science Applications International Corporation’s (SAIC’s) Advanced Analytics, Simulation, and Training (A2ST) Service Line. Dr. Kmiec was the Lead ISD responsible for orchestrating the efforts of three training analysis and design teams aimed at completing the Job-Duty-Task Analysis (JDTA) and Front-End-Analysis (FEA), curriculum redesign, and course development for several training paths falling under the U.S. Navy’s AEGIS Weapons System (AWS) and Ship Self-Defense System (SSDS). He has also served as the Lead ISD on SAIC’s Federal Aviation Administration (FAA) Controller Training Contract (CTC) Task Order (TO) 14, where he led a team of 18 contract instructional systems designers, developers, and human performance professionals responsible for developing 2,200 hours of training for the New York Radar Approach Control (TRACON)(N90) facility in Westbury, NY. He and his team provided direct support to the FAA and the National Air Traffic Controllers Association (NATCA) No-Experience Direct Hire Initial Screen (NDIS) workgroup, whose mandate was to improve controller certification rates and staffing issues at high-risk radar facilities across the FAA. He and his team overcame severe scheduling and production challenges to complete a task that would have normally required 2-years in less than 10-months, helping the nationally chartered NDIS workgroup earn the 2018 Air Traffic Organization (ATO) National Airspace System (NAS) First, People Always World Class Training Award. He is a 27-year veteran of the United States Air Force, having retired in the highest enlisted grade of Chief Master Sergeant, while serving as the Commandant of the Keesler Air Force Base Noncommissioned Officer Academy in Biloxi, MS.
