Managed and directed budgets and financial executions for 34 training and education facilities globally dispersed. Successfully managed training, operating and travel funds valued at approx.$12 M and education funds for active duty military valued at $86 M. All funds were executed within their budgets. Reviewed long-range financial planning and forecasting to include operating, direct and reimbursable funding for all components within my organization. With the financial constraints imposed during government shutdown, we were able complete well into 90% of our commitments. Reorganized military staff and allowing cross functional operations to keep us moving in the right direction and bearable. Developed polices that supported HR principles regardless if military, contractor or civil service. As contracting officers’ representative for facilities management and other mission support I was involved in a full array of planning, estimating, and budgeting for acquisition and procurement of revised and modernized equipment for programs coming online. Traveled to learning centers to speak with employees (400 military, civilian and contract employees) and address concerns, review facility conditions, and inspect training devices. Discussed critical needs for updated or replacement equipment. Exercising control over property and equipment was dependent on facility host.
