About John Provan
Government Audit Supervisor with over 19 years leading performance and financial audits of federal, state, county, and tribal government entities, and of non-profit and for-profit entities. In that time, I have led or supervised 30 audits of local, state, and tribal entities and 12 audits of Department of Justice entities. In addition, I was on a special assignment team to evaluate counternarcotics aid to the Government of Afghanistan and spent over a month in that war zone. In my current position at the Small Business Administration Office of the Inspector General, my office provides oversight of over $400 billion in loans and $40 billion in grants. In this role to date, I have supervised 2 audits, 3 inspections, 2 evaluations, and 6 reports (agile work products) of the Small Business Administrations Disaster Assistance Program. These audits involve an evaluation of the internal controls over both organizational processes in both the financial and program areas. To date, my audits have made more than 140 management improvement recommendations, and questioned more than $10 million in costs spent on unallowable, unapproved, unsupported, or unreasonable items. In addition, I have led two fraud investigations that caused the debarment or suspension of the entities from receiving future federal funds and required the return of federal dollars awarded to these entities. In the inspection report, we made the SBA aware of potentially $70 billion in fraudulent loans. Prior to my time at the U.S. Department of Justice, I was a Corporate Controller with more than 6 years of experience establishing accounting departments and their internal control systems. This work involved all accounting aspects of these small companies, from payroll to accounts payable and receivables to financial statements. I sit on the board of a variety of accounting organizations, have presented at various conferences, and have been an instructor for the DOJ. The training sessions taught audit planning at Auditor-in-Charge training and evidence to GAGAS standards for Evidence class.
