About John Sams

I was employed for 26 years at the Topeka, KS Police Department before coming to the Kansas Securities Commission. During that time, I spent a number of years in the uniformed division until being promoted to detective. I spent the next 19 years in investigations handling all varities of criminal cases. I held the position of detective in property crimes and persons crimes. I was promoted to detective sergeant and supervised the Burglary Unit and later the Robbery Unit. I also served as the division Administrative Sergeant. I was promoted to Lieutenant and was placed in charge of the Criminal Investigation Division's property crime's units. This included Burglary, Financial Crimes, and Auto Theft. I also was in charge of the Narcotic Unit and the Criminal Intelligence Unit. Additional duties included being the senior polygraph examiner. I was a certified bomb technician and attended the FBI Hazardous Devices School at Huntsville Al. I was also the Bomb Squad Commander. During my time with the Topeka Police Dept, I was active with the Fraternal Order of Police, Topeka Lodge #3. I have been a member of the Lodge since 1978. I served as the Chief Negotiator / Lodge Steward for Greivances for ten years. I handled several contract negotiations for the Bargaining Unit. I served three consecutive terms as the President of the Lodge and later three years as the Lodge Secretary. I have also been the Lodge State Trustee. I have been active with the Topeka Police Credit Union and served on the Credit I was elected to the credit union Board of Directors and held the position as Board Secretary. I was elected to my current position with the Board as President.
