About John Schembri

John Schembri is an ex-Army officer, a graduate from the Royal Military Academy Sandhurst [RMAS], UK, holding an MSc in Security Risk Management from the University of Leicester, and a Post. Graduate Certificate in Occupational Health and Safety from the University of Portsmouth, United Kingdom. Following a military career of eighteen years, John founded SHIELD Consultants Ltd, Malta’s very first operational risk management consultancy practise. John specialises in conducting in-depth security risk assessments and designing security risk management systems. He has extensively assessed Malta’s critical infrastructure, and written various policy and technical reports for Government on various security risk management topics and assignments. John has extensive international experience in operational risk management, having also participated in work for the British Standards Institute leading up to the publication of ISO International Standard. He is a Specialist Member of the Institute of Risk Management [SIRM], UK, and a Certified Member of the Business Continuity Institute [CBCI], UK. John’s approach to operational risk management work is grounded in field operations and empirical methodologies. This approach has seen him conduct extensive [security] risk management work for various international companies, in highly volatile zones such as Libya, Algeria and Kurdistan amongst other places in Middle East and North Africa [MENA]. John has also completed the Business Impact Analyses for several Critical National Infrastructures as well as a global chain of hotels situated in the UAE. John is the process designer [risk and compliance aspects] of STORM, SHIELD’s proprietary software designed and written bespoke to managing operational risk across HSSEQT. Areas of specialization include:(i) Design – ORM frameworks (ii) ORM Policy and Program Management Embedding ORM (iv) Risk Analysis (v) Systems Validation. Expertise in Statutory Compliances:(i). IMO: International Ship and Port Facility Security [ISPS] Code, 2003.(ii). Port Security Directive : Directive 2005/65/EC on enhancing port Ship and port facility security : Regulation (EC) No 725/2004 on enhancing ship and port facility security.(iv). European Union Directive 2008/114/EC concerning the Protection of Critical National Infrastructure.
