Currently involved as a volunteer advocate for AARP. Works with professional staff and members advocating the association policy and positions to Arkansas Legisators and other public officials. Most recently functioned as the lead advocate for taxation during the 2013 Legislative Session. Inter-governmental Relations - Representative for my agency in multiple agency programs including school funding, statutory and constitutional amendment development. Represented the agency before legislative committees and participated in writing 90%, plus or minus, of all property assessment/taxation legislation over the last 25 years. Special Projects - Sales Ratio Study manager in "4R" litigation research, single property appraisal assignments for state and testimony in property appeals at all levels of the appeal process including circuit court. Value Audit Manager - Directed the audit of revaluation program in the largest county in Arkansas. Responsible for appraisal of real estate parcels, including all classes of locally assessed properties. Managed personnel; assigning duties, directed appraisal methodology and developed models to be employed, disciplined and counseled individuals assigned to the project and reported to Director. Technical Assistant to Field Operations - Primary duties involved appraisal model development during statewide reappraisal of property and special assistance appraisals for counties. Training Coordinator - Built training program including course development, certification program and standards for personnel development. Field Operations Auditor - Tested valuation quality employed in county reappraisals. Researcher - Participated in development of valuation procedures used in court order revaluation of state, including residential, commercial, industrial and use/productivity valuation of land.
