About Jon Altmann

I am a public educator and the owner of the Public Safety Research Group, a public sector emergency services consulting practice providing clients assistance in strategic budgeting, long range planning, emergency operations and emergency medical services (EMS) system design and review and related public policy development. Principle designer/project manager of several EMS systems serving major or key metropolitan areas in the U.S. PSRG provides public policy consulting to government agencies and allied industry firms. Collateral work includes providing professional testimony in public planning and zoning cases and public policy campaign management and communications. I have more than 25 years as an operational, personnel and marketing department leader. My qualifications include leading a 500 member staffing operation with more than a $16 million annual payroll, achieving more than $40 million in new business over three years and hands on leadership of employees in both contract and non-contract environments exceeding productivity goals. Along with special projects in planning, zoning and neighborhood affairs work, I have designed and executed public affairs contact programs and mailings for more than 20 campaigns at the city, county, school district and state legislative levels. I spent 22 years active and reserve service in the Intelligence Community, retiring from a national command staff in a senior leadership position. My service spanned work in homeland defense, counter-narcotics intelligence, special warfare and strategic planning. Specialties: Emergency operations planning, long range public sector budgeting; EMS system design; fire/EMS strategic budget review and budget design; public policy and public information support programs for public safety systems; public policy work in public/private partnerships. In depth understanding of homeland defense and urban threat environments and a previous career in the national Intelligence Community.
