About Jonathan M. Skaggs

Mr. Skaggs has 23 years of professional experience in environmental consulting across US and internationally. He leads complex environmental assessment, investigation, and remediation projects involving litigation support, compliance, environmental due diligence, permitting, regulatory and client interaction, and risk-based regulatory site closure strategies. He has extensive knowledge of Railroad Commission of Texas cleanup rules and Texas Commission on Environmental Quality program areas including the Texas Risk Reduction Program Rules (TRRP), Leaking Petroleum Storage Tank Program, Voluntary Cleanup Program, Resource Conservation and Recovery Act and Industrial and Hazardous Waste corrective action, Municipal Solid Waste permitting, and Underground Injection Control permitting. He is an instructor on the annual GSI TRRP training course, which is both presented to the public and to TCEQ staff. Mr. Skaggs is an expert in the design, implementation, and interpretation of the results from environmental assessments. His experience has included the assessment of soil, soil vapor, groundwater, sediment, and surface water and the assessment and remediation of releases of light non-aqueous phase liquid (LNAPL). He has worked on sites with a wide variety of chemical contaminants, including per- and polyfluoroalkyl substances (PFAS), petroleum hydrocarbons, chlorinated solvents, metals, and polycyclic aromatic hydrocarbons. He strives to find the most cost-effective approach to achieving regulatory closure and environmental liability risk reduction for his clients.
