I am a regulatory economist, with particular focus on regulatory finance and economic modelling. I have a strong background in quantitative analysis and econometrics; particularly in forecasting models, and comparative efficiency analysis. I have 40 years of industrial experience, principally in the aviation and telecommunications sectors. I was Chief Economist of Heathrow Airport from 2010 to 2017, responsible for securing critical elements of the regulatory framework, such as the weighted average cost of capital and the methodology used to determine traffic forecasts. Before this, I was Head of Regulatory Economics for Vodafone Group, Head of Economic and Regulatory Analysis for the Cable and Wireless Group, and a Senior Consultant for NERA, working across telecommunications and other regulated sectors. I hold a 1st Class BA degree in Mathematics/Economics from the University of York, an MSc passed with Distinction from the London School of Economics and a PhD from City University, London.
