About Jonathan Spear

A Transport Policy and Strategy Advisor and Thought Leader with 29 years’ professional experience in consultancy, research and advocacy. I am currently pursuing a portfolio career based in Dubai across a range of roles and partners, with experience spanning UK and Europe, Asia Pacific, Africa and Middle East. In an increasingly complex and uncertain World, I seek to engage with transport and spatial planning challenges and the solutions which may address them, but also make sense of the underlying enabling factors which will eventually determine successful outcomes. Much of my work has included identifying international good practice in transport planning and delivery, benchmarking of performance and making lessons transferable to the local context, including from High Income countries to countries still striving to raise their development outcomes. In this context, I am increasingly interested in the policy and regulatory implications of new disruptive technologies and concepts, such as Automated, Connected, Electric and Shared Mobility, how this impacts future market adoption as well as planning, public realm and wider society. I am a Fellow of CIHT, co-founder and former Chair of CIHT Dubai, CIHT Technical Champion and a Chartered Transport Planning Professional. I have co-chaired four Working Groups for the World Road Association, PIARC, with the most recent focus being The Role of Transport Agencies in Shaping Disruptive Technologies and Service Models.
