About Joseph Springer

Mr. Springer is an accomplished transportation and project management professional with extensive technical, communication (written, oral, and graphic), and management/organizational skills and experience. His expertise and experience cover the full range of transportation planning and engineering disciplines, with specific expertise in multimodal transportation planning (highway, transit, rail, bicycle/pedestrian, parking, access management, etc.), detailed traffic engineering in support of roadway design, traffic simulation modeling, regional and project-level travel demand modeling, and environmental planning. He has managed both small and large teams in the performance of planning and preliminary engineering studies of for public and private sector clients. He brings to his projects his skills and experience in transportation including air quality and noise modeling, traffic engineering and simulation modeling, policy planning, strategic planning and visioning, cost estimating, benefit-cost analyses, document and graphics preparation, meeting and workshop preparation and facilitation, and the application of federal and state environmental and transportation regulations and procedures to transportation projects. Mr. Springer is a member of the American Planning Association (APA) and APA Transportation Planning Division and holds the AICP (American Institute of Certified Planners) certification from APA. He is also a certified Project Manager and a member of the Institute of Transportation Engineers (ITE).
