About Julia Cornwell McKean

Julia was elected Mayor of Berrigan Shire Council in September 2023 during her first term on Council and re-elected in September 2024 for a further two years during her second term, which runs until 2028. Julia is an experienced company director and currently holds a number of board and committee roles including as a Director of Goulburn Valley Health, external advisor on the Procurement Governance Committee for Ambulance Victoria, independent director for Ethos CRS, a member of the Committee of Management for Cobram Community House and President of the Barooga Advancement Group. She is also the Managing Director of her own company, T One P Enterprises through which she provides consulting services. Julia is a certified investigator, probity advisor and auditor, and quality auditor. She also has expertise in governance, public sector requirements, people and culture, compliance and regulation and risk management. Julia was responsible for enforcing spam and telemarketing laws for the Australian government for many years, being referred to in the press as the ‘Government’s chief spam-buster.’ Julia has also managed the Australian Internet Security Initiative, and in 2015 joined the Office of the Children’s eSafety Commissioner to set up and run its cyberbullying complaints scheme. During her twelve years in the Australian Public Service, Julia had the opportunity to chair a number of international committees including as lead expert for the United Nations’ Internet Governance Forum on spam in Istanbul, Turkey in 2014 and Joao Pessoa, Brazil in 2015. Julia received an Australia Day award in 2015 in recognition of her work.
