Dr. Mire is Director of Ecological Services for Tetra Tech with 39 years of experience in aquatic and marine ecology, environmental impact assessment, ecological risk assessment, and natural resource assessment and management. She has managed large environmental projects for clients seeking permits from the USFWS, FERC, USACE, NRC, BOEM, and multiple state agencies. She has advised clients on compliance with NEPA, Endangered Species Act, Coastal Zone Management Act, CERCLA (Superfund), Oil Pollution Act, Magnuson-Stevens Fishery Conservation and Management Act, and other federal, state, and local regulations. She has led or supported projects for USCG, USEPA US Navy, NOAA/NMFS, and NPS, and for clients in Canada, Indonesia, Japan, and New Zealand. As a National Environmental Policy Act (NEPA) expert, Dr. Mire has prepared dozens of NEPA documents for project proponents and federal agencies. She is currently leading nationwide programmatic EISs for the U.S. Coast Guard under the Vessel Incidental Discharge Act (VIDA) that analyze impacts of implementing the USCG’s new regulations for more than two dozen vessel discharges, including ballast water, graywater, and biofouling. As an ecological risk assessor, Dr. Mire has investigated contaminated terrestrial and aquatic habitats and developed post-remediation monitoring programs. She prepared the baseline ecological risk assessment (ERA) and the post-remediation monitoring program for PCB-contaminated sediment in the tidal Anacostia River and associated wetlands for the District of Columbia. She developed ERA guidance for marine sediments for the Hawaii Department of Health Office of Hazard Evaluation & Emergency Response. As a subject matter expert for benthic and fisheries characterization and impact assessments of offshore wind projects, Dr. Mire has served as subject matter expert for numerous U.S. offshore wind permitting projects with offshore foundations (Atlantic Coast) and floating platforms (Pacific Coast); all projects include buried inter-array and subsea cables to shore. She designs and supervises benthic surveys and collection of sediment grab samples, benthic infauna, and video imagery, and analyzes and interprets survey data and published technical literature to characterize resources and potential impacts of the proposed projects.
