About Justin Effinger

First and foremost, I have a big passion for traffic engineering. I believe the transportation profession needs to move towards improving traffic flow and reducing the number of vehicles on the roadway. This can be accomplished through technology investments and removing the number of vehicles on the roadway though single occupancy vehicle best practices and allowing more individuals to work from home. I have shown national leadership in advanced traffic signal applications, building a successful traffic operations program in Lake County, and enthusiasm for assisting other agencies with technical support. A few examples of my track record include-LeadershipITE: Class of 2021 -Participation in Every Day Counts, Round 4, 5 & 6 (EDC-4, EDC-5 & EDC-6), including the Automated Traffic Signal Performance Measures (ATSPM) initiative and the Crowdsourcing for Advancing Operations initiative. My participation includes national webinars, peer exchanges and agency support-Leading the way in Intelligent Transportation Systems (ITS) through the Lake County PASSAGE program, which incorporates many different technologies in innovative ways to improve traffic operations-Leadership in helping other local agencies that do not have the knowledge or technology with various traffic operations applications-Innovation in traffic signal operations, including adaptive arterial operations for the biggest project in WisDOT history (Zoo Interchange reconstruction project), implementing the first traffic demand and queue length driven flashing yellow arrow left turn operation in Wisconsin, and new customized traffic signal controller logic to meet unique traffic trends. Outside of engineering, I enjoy spending time with my family (including twin toddlers), enjoying sporting events, more specifically golf, basketball, soccer and football. I also enjoy traveling and presenting in different cities to gain different perspectives on improving traffic operations. I enjoy meeting new people and hearing new perspectives.
