About Justin Kempton

Mr. Kempton has been in the construction and engineering profession since 1985. He has over 30 years geotechnical engineering experience preceded by 5 years of earthwork and paving construction experience. His geotechnical engineering experience consists of a wide range of commercial, power, and infrastructure projects that include bridges, pipelines, levee evaluations, landslides, large industrial complexes, schools, hospitals, prisons, commercial and residential developments, high-rise buildings, deep excavations, tie-back walls, parking structures, water and wastewater facilities. Mr. Kempton has also managed and been the responsible engineer for construction special inspection and laboratory testing services. Mr. Kempton's operational management roles have included department and office management positions in Los Angeles to 2007) and in the Fresno/Bakersfield Area (2007 to 2015). From 2011 to 2013, Mr. Kempton nationally served as one of Kleinfelder’s Project Management Analyst and as Kleinfelder’s Geotechnical Engineering Technical Practice Leader. From 2013 to 2017, Mr. Kempton was the Senior Project Manager for geotechnical engineering levee evaluation projects in Northern California and Water/Power Projects in Southern California. Mr. Kempton earned his BSCE from California State University, Fresno, and his MSCE from University of California, Los Angeles. He is a registered Civil Engineer and Geotechnical Engineer in California. Mr. Kempton has also taught geotechnical and foundation engineering courses in the Civil Enginneering Departments at Cal Poly Pomona (2004 to 2007) and California State University, Fresno (2008-2015).
