About Justin Pulliam

As a Senior Planner with a strong foundation in community development, environmental planning, and infrastructure, I am passionate about shaping equitable, resilient, and well-designed communities. I currently serve the City of Missouri City, Texas, managing complex planning efforts including rezonings, site plans, comprehensive amendments, and development reviews, while mentoring junior staff and leading consultant coordination.I conduct field inspections, administer land use research, facilitate public meetings, and present findings to boards, commissions, and elected officials. With a focus on both current and long-range planning, I help guide the city’s sustainable growth while ensuring public input drives decisions.Previously, I worked for Harris County Housing & Community Development, helping draft the 2024–2028 Consolidated Plan and leading HUD environmental reviews for housing and infrastructure projects under 24 CFR Part 58.Before that, I worked as an Environmental Planner at Parsons Corporation, coordinating stakeholder engagement and environmental documentation for transportation infrastructure. Earlier, I supported Harris County’s Disaster Recovery as Lead Environmental Planner, managing NEPA compliance and federal CDBG-DR projects for the Harvey Disaster Recovery allocation, helping see to completion dozens of flood mitigation and housing buyout programs.My planning journey began with an internship at TxDOT, where I gained field and GIS experience.
