Expert in airfield, structural, hazardous materials / POL operational response, plan development, fire prevention, training, exercise design, and evaluation. Negotiation and execution of mutual aid agreements with county, interstate, and federal fire departments. Trained and certified in WMD, CBRNE, NIMS, and HAZMAT. Managing contributor and author of Business Continuity Plans (BCP), STRAT Plans, Standards of Response Coverage,(SORC), and Non-Combatant Evacuation Plans,(NEO). Established only Fire Department Critical Care Paramedicine Program in the State of Nevada. • Emergency Management: Vast knowledge and experience in the field of Emergency Management. Monitored the early stages of COVID-19 and began preparation by writing MCAS Iwakuni’s DISEASE CONTAINMENT and INFLUENZA PANDEMIC PLANS, well ahead of the declared PANDEMIC. Established the City of Mesquite, Nevada’s EMERGENCY MANAGEMENT PLAN. Reviewed and made recommendations to businesses, industry, hospitals, and nursing homes on the preparation of their emergency plans to ensure they are workable within the framework of the local and state plans. Perform compliance audits to determine GAPs and apply corrective actions IAW OSHA, ANSI, DOD, and final governing standards. Minimized workmen’s compensation liability by maximizing safety protocols, and reducing injuries. Certified OSHA 10/30 for General Industry. • Financial Management: Responsible for developing and monitoring capital and operating budgets over $4M. Instrumental in large-scale project designs and reviews. Expert in establishing financial requirements for annual budget development. Expert knowledge of contract management including fire department start-up projects in Curacao, Iraq, and Afghanistan.
