About Kathy Strunk
Dr. Kathy Strunk currently serves as Co-Lead of Technical Assistance for the National Center on Educational Outcomes (NCEO), where she works collaboratively with the NCEO project team and organizational partners to provide support to State Departments of Education as they work to improve educational outcomes for students with disabilities, English learners, and English learners with disabilities. Dr. Strunk has facilitated the bi-weekly NCEO 1% Cap Community of Practice (CoP), comprised of 48 states and 140 State Department of Education leaders, since December 2017. She provided leadership for the 1% Cap National Convening:"Supporting States in Implementing ESSA's 1% State-level Cap on Participation of Students in the Alternate Assessment aligned with Alternate Academic Achievement held in Boston in 2018, as well as for the NCEO 2019 Peer Learning Groups (PLGs) for State Department of Education leaders implementing requirements to meet the 1% Cap on participation in the Dr. Strunk provided leadership for the 2021 NCEO State Convening:"Measuring What Students with Disabilities Know and Can Do Using Interim Assessments" and also provides targeted and intensive TA to states implementing State Systemic Improvement Plans (SSIPs) and working to achieve State Identified Measurable Results (SIMRs). Her experience includes nineteen years as a public school educator, Senior Associate for Public Consulting Group, Strategic Accounts Manager for Discovery Education Assessment, and Director of Special Education Assessment, the TN State Improvement Grant, and RTI initiative for the Tennessee State Department of Education. She studied and conducted research at Vanderbilt for five years, receiving her Ph.D. in Educational Leadership, Policy, and Organizations in 2004, with School Improvement as her primary interest. She has received multiple honors and awards, including Teacher of the Year and Peabody College’s Distinguished Academic Achievement and Service in Leadership and Organizations Award.
