About Kaylie Klein

Kaylie serves as Special Counsel to three-term Attorney General Ellen Rosenblum. She is committed to delivering first-rate legal services to Oregon’s state government officials, agencies, boards, and commissions, empowering them to provide the critical services Oregonians need across the state. With a specialty practice in energy and administrative law, Kaylie counsels the Attorney General on environmental, natural resource, and climate matters—defending state agency programs and coordinating multistate Attorney General lawsuits that protect our land, air, and water.In addition to this work, Kaylie is a legal and policy advisor in the Attorney General’s Office for urgent state matters, including responding to public health crises like the state’s COVID-19 pandemic response, shoring up reproductive rights access and protections following Dobbs, and spearheading the AG’s statewide fentanyl response. Other areas in Kaylie’s portfolio include tribal relations, criminal justice reform, voting and election education, ballot title work, and the AG’s 2024 NAAG Presidential Initiative: America’s Youth: AG’s Looking Out for the Next Generation (focusing on regulation of AI; social media impacts on youth mental health; substance use; and financial literacy for student loan borrowers).Prior to joining the Office of the Attorney General, Kaylie was DOJ’s General Counsel to the staff of the Oregon Public Utility Commission, representing the state in contested case proceedings involving electric, natural gas, water, renewable energy, and electric vehicle dockets. Early in her career, Kaylie represented Oregon healthcare systems at a trial firm in Portland and clerked for the Chief Judge of the U.S. District Court for the District of Oregon. Kaylie is a graduate of the University of Oregon School of Law and the University of Michigan—GO BLUE!
