About Kelly Ingram

With over 15 years of experience in law enforcement, I’ve had the opportunity to serve in a wide range of roles that have shaped both my professional perspective and leadership approach. My background includes work in recruit training, drug recognition, and collision reconstruction—each adding to a well-rounded understanding of police operations and public safety. In my current role with the Paradise Valley Police Department, I oversee public and community relations, internal and external training, recruitment and hiring, background investigations, and agency accreditation, along with several key programs that support both our personnel and the community we serve. This position has allowed me to merge operational knowledge with organizational leadership, policy development, and culture building. I hold a Bachelor of Science from Northern Arizona University and a Master of Business Administration with a focus on Leadership, which have both deepened my ability to guide teams, build sustainable systems, and drive organizational growth. In addition to my agency work, I operate a consulting business that provides services in law enforcement accreditation, policy development, and training program design. My goal is to help agencies build sustainable systems that promote professionalism, accountability, and excellence across all levels. I’m passionate about the growth and wellness of the law enforcement profession—ensuring that the next generation of officers and leaders are equipped, informed, and inspired to serve with integrity and purpose.
