Background
About Kim Spence
I've been with the FAA as an electronics engineering for approximately 20 years. After 20 years in RADAR I moved to a new organization. I started working with ANG-E58 on a program called Configuration Management Automation (CMA) in October of 2017. I call CMA “the DMV of the FAA” because all NAS systems must pass through it in order to introduce modifications. CMA enforces the configuration management processes for installing changes into the NAS. It is a new system designed to replace WebCM functionality. Six months after joining the branch, I became the CMA Test Director. I also participated on the technical evaluation team during the source selection process. As Test Director, I assign work, identify deadlines, monitor progress and plan future activities. I believe in a collaborate work environment that fosters group decision making and encourages constructive dissent. I believe in targeted meetings with agendas, action items and team discussion. All software is developed via the SAFe methodology. In November 2019, I was nominated to become the Technical Contract Liaison (TCL) for SE2020/2025, CLIN 0400. As TCL I monitor work performed under the task order to ensure compliance with AMS procurement guidance. I monitor burn rates and validate cost estimates for the other test directors in the branch. I work with business analysts in the program office to ensure that procurement request contain the proper information to facilitate routing. I also review and validate invoices and vouchers in a timely manner to ensure the contractor is reimbursed quickly. As the test director for three programs (CMA, LCSS and AMMS), I’ve had to let go of perfection, micromanaging and attending every meeting. Delegation, collaboration and communication are the keys to my success. When I look back on my career, the most interesting thing I’ve observed is that my former managers and co-workers have sought out my support after I’ve transitioned to other programs. I think this speaks to the quality of my work and soft skills. I’ve never claimed to know everything but I would describe myself as someone who knows how to find answers. I look forward to pursuing new challenges whether they be managerial, technical or both.
