Kimble has represented California K-14 districts and other public and private entities for over 25 years in all aspects of private and public construction, development, and public procurement. On the construction side, this includes assistance in project planning, documentation, procurement and bidding, bid protests, delay claims, and other project level claims, negotiations, and if necessary, mediation, arbitration, and litigation. Kimble often counsels school districts on developer fee matters, and recently successfully defended two districts at the trial court level against developer fee challenges. One of the cases was affirmed on appeal (AMCAL CHICO LLC v. Chico Unified School District,(2020) 57 Cal.App.5th 122). Kimble also assists public entities in all aspects of procuring services, including all forms of professional services agreements, technology, food services, transportation, as well as energy savings construction projects such as solar and power purchase agreements.
