About Kiran Bhatty
I work largely on governance issues in elementary education through action research and policy. My work is aimed at developing systems of transparency, accountability and community monitoring in education. In particular on evolving a methodology for conducting social audits of Right To Education Act (RTE) that includes finding local solutions through greater engagement with the lower bureaucracy. Towards this end I have drafted Guidelines for Social Audits of RTE, an “Accountability Matrix” and Grievance Redress Rules for RTE for National Commission for Protection of Child Rights (NCPCR) and the Ministry of Human Resource Development. Most recently I have worked on the Education section of the India Exclusion Report being brought out by Centre for Equity Studies in collaboration with CBGA, NUEPA and Brown University. Prior to joining CPR I was the National Coordinator for RTE at the NCPCR- mandated to monitor the RTE Act. I have also worked as an Education specialist at UNICEF and on several research projects such as the PROBE report on Basic Education and the FOCUS report on early childhood care. I have also been a member of the Bordia Committee that drafted the guidelines for merging Sarva Shiksha Abhiyan [SSA] with RTE; the Committee for finalizing SSA norms under RTE and am currently member of the Advisory Board for EMIS that houses DISE at the National University for Education Planning and Administration [NUEPA]. I have also been involved with various civil society initiatives such as the Right to Food Campaign, National Campaign for People’s Right to Information and the Indian Association of Women Studies.
