About Lance Hadley

Lance is a research specialist with a decade of experience providing evaluation analyses, qualitative and quantitative methodological design, and data-driven solutions expertise to CSOs and government departments. He is the co-founder of Sauti East Africa, an award-winning social enterprise that deploys mobile-based trade, agricultural, and market information platforms for East Africa’s women SMEs engaged in agricultural value chains. He is passionate about innovative digital use-cases to development challenges and has designed solutions utilizing technologies ranging from AI-enabled forecasting for humanitarian intervention to big-data visual analytics for official development assistance flows. He has 10 years’ work experience with: • UN agencies such as United Nations Development Programme (UNDP), United Nations Institute for Training and Research (UNITAR), United Nations Framework Convention on Climate Change International Organization for Migration (IOM), and Intergovernmental Authority on Development (IGAD); • INGOs such as Oxfam Canada, World Vision Canada, Engineers Without Borders; • government departments such as Global Affairs Canada, Export Development Canada, Department of Foreign Affairs and Trade (Australia); Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ, Germany); International Climate Initiative (Germany); and, • development partners and private sector organizations such as, Google, Palladium, TradeMark East Africa, TechnoServe, Samuel Hall, The Century Foundation, The Canadian Partnership for Women and Children’s Health, The Canadian International Development Platform, and the Global Alliance for Trade Facilitation (GATF). Lance holds a PhD in International Affairs, with a dissertation that applied big-data and machine-learning techniques to model economic vulnerability and networked market shocks in East Africa. This dissertation advanced risk analysis tools that support anticipatory action, protect livelihoods, and strengthen resilience in crisis-prone regions, especially where data collection is poor.
