About Larry Porter

Dr. Porter retired at the end of 2003 from the Army National Guard with just under 34 years of service, ending with 18 years of Federal Active Guard/Reserve (Title 10 AGR) service. His last duty assignment was as the (first) National Guard Liaison Officer to FEMA, where his interest in emergency management as a follow-on career was stimulated. He earned a Ph.D. in Engineering Management in May 2010 (concentration in Emergency Management) from The George Washington University’s Institute for Crisis, Disaster, and Risk Management (ICDRM). His research focused on Defense Support of Civil Authorities (DSCA), specifically on differences between NG and DoD support to local emergency managers. His advisor was John R. Harrald, Ph.D. Dr. Porter was awarded Certified Emergency Manager (CEM®) by the International Association of Emergency Managers (IAEM) in 2006, recertified in 2011 and 2016, and he has been active in several IAEM committees/caucuses: Training and Education Committee, Marketing and Membership Committee, and the Uniformed Services Caucus. He is a former chair of the Bylaws and Resolutions Committee. Dr. Porter was an Adjunct Associate Professor developing and teaching online classes, at the master's degree level, in emergency management and homeland security for University of Maryland University College, and is now associated with Arkansas Tech University. He is now serving as treasurer and immediate past-president for the Council for the Accreditation of Emergency Management & Homeland Security Education (CAEMHSE), an organization that assesses and accredits college and university emergency management education programs Dr. Porter is a charter recipient of the TIEMS Qualification Certification (TQC), a recently developed emergency and disaster management certification focused on international emergency/disaster management. instituted by The International Emergency Management Society Email: larry.a.porter@gmail.com
