Background
About Lawrence Chatters
With over 19 years of experience in higher education, business, philanthropy and college athletics, I am a strategic thinker and highly connected leader. I hold a PhD in Counseling Psychology and a license as an independent mental health practitioner. As the Senior Vice President for Strategic Initiatives and Capacity at the Thurgood Marshall College Fund (TMCF), I provide executive leadership to advance Project HBCU Capacity Building and drive strategic initiatives that enhance institutional performance, financial sustainability, and student success across Historically Black Colleges and Universities (HBCUs). Reporting to the Chief Finance and Operations Officer (CFOO), I oversee large-scale grants administration, research-driven institutional transformation, and cross-functional collaboration to position TMCF as the national leader in HBCU capacity-building. Key Responsibilities: • Lead Institutional Transformation & Capacity Building: Oversee the implementation of Project HBCU Capacity Building, ensuring measurable impact on enrollment growth, student retention, financial sustainability, and faculty development. • Drive Strategic Initiatives & Special Projects: Manage high-priority projects that expand TMCF’s reach, operational efficiency, and long-term impact. • Enhance Grant Administration & Institutional Support: Oversee the disbursement and oversight of $21M+ in capacity-building grants, ensuring alignment with institutional sustainability goals. • Expand Research & Policy Advocacy: Lead data-driven research efforts and advocate for increased funding and policy support for HBCUs. • Strengthen Internal Operations & Organizational Effectiveness: Implement strategic process improvements to enhance efficiency, technology integration, and financial oversight. • Cultivate Strategic Partnerships & Resource Development: Build relationships with corporate, philanthropic, and government partners to expand funding and support for TMCF and its member institutions. • Represent TMCF at National Forums: Serve as a thought leader in institutional capacity-building, presenting at conferences and policy discussions. I am committed to strengthening HBCU institutional capacity and ensuring their long-term success by developing innovative strategies, securing essential resources, and fostering collaborative partnerships.
