About Layal Rabih

As a Ph.D. holder in Management Science from Université de Lorraine, my research explores the intersection of digital public value and e-government, with a particular focus on the transformation of higher education systems. My academic journey reflects a deep commitment to understanding and shaping how digital initiatives can enhance transparency, accessibility, and service quality in public institutions. Alongside my doctoral work, I bring over a decade of combined academic and practical experience in public administration, digital transformation, and education. I currently lecture on business management and information systems, while also leading key e-government initiatives at Lebanon's Ministry of Education and Higher Education, spearheading system implementation, policy writing, and employee training to advance digital governance. My background spans public policy development, business analysis, and cross-sector collaboration. I’m especially interested in cross-border consulting, regional cooperation, and academic roles such as postdoctoral research or assistant professorships, where I can contribute to international projects and policy reforms. Fluent in Arabic, French, and English, I offer a versatile communication skill set that supports multicultural engagement and regional cooperation across the MENA region, Europe and the GCC.
