About Lee Dougherty

With a very diverse background in the practice of law at the Federal, State and local levels and with his extensive military experience Lee brings a unique perspective to the practice of government contract law. His experience includes company formation through submission of proposals, negotiated procurement disputes, bid protests, terminations for convenience and defaults and litigation. Among his extensive government contract experience, Lee has special knowledge in the area of Bid Protests. He edits a monthly blog on Bid Protests and in the past has written a weekly article in the Washington Business Journal titled Battle Lines. As a former legal advisor to a procurement fraud task force, he has unique experience in government fraud investigations and DCAA audits, False Claims Act investigations, Foreign Corrupt Practices Act violations, Contracts Disputes Act issues, suspension and debarment, Qui Tam cases and other administrative and criminal investigations and litigation. He also has extensive international experience in procurement law in both Europe and Asia. Lee is the founder and host of ORP, a monthly networking event for Veterans and companies looking for Veteran owned companies to team with.ORP meets for breakfast on the 4th Tuesday of every month at the Army Navy Country Club in Arlington. The events average more than 100 Veteran business owners each month. As a service disabled Veteran and advocate for Veterans, Lee is especially knowledgeable in laws impacting Veteran business owners.
