About Lee Swain

Mr. Swain has broad experience in a variety of areas having developed and managed businesses and served in various capacities with six local governmental agencies in his 30-plus year career in management of large public works programs, projects and operations. He is the Owner/Principal of Swain Consultants which has assisted various cities and homeowner associations in southern california with program and project management. He also previously served as the Director of Public Works and City Engineer with the City of Santa Monica, California. Prior to that, he was the Director of Public Works for the City of Palmdale and also previously served in various capacities with the Los Angeles County Department of Public Works. Mr. Swain is a registered Civil Engineer in the states of California and Maine and holds a Bachelor of Science degree in Civil Engineering and a Masters degree in Public Administration. He is also a graduate of the University of California, Los Angeles (UCLA) Anderson School of Management Executive Program. Mr. Swain has served on the Board of Directors for the Southern California Chapter of the American Public Works Association (APWA) and is a Past President of the Southern California High Desert Branch of APWA in 2003 and 2004. He also served as President of the Professional Engineers Association of the Antelope Valley in 1997. Mr. Swain is a Life Member of APWA. Mr. Swain's community involvement includes: elected service on a School Board in Palmdale; service as President of a Homeowners Association in Santa Monica and Vice-President of a Homeowner's Association in Long Beach. Mr. Swain also coached various youth athletics teams in basketball and soccer for ten years and has presented at all academic levels including elementary, middle school, high school and college classes including guest lecturing at the Michael Dukakis Public Policy class at UCLA Luskin School of Public Affairs. Mr. Swain is also a USA Pickleball Ambassador representing Long Beach, California.
