His many years of experience afford Lee the ability to bring innovation, challenge traditional thinking, and formulate ideas to meet the client's unique challenges. Most recently, Lee led the successful team in winning the Regina WWTP Upgrade Project. As Project Director, Lee led EPCOR's RFP response, contract negotiations, and client management. This $350M-30 year project (design, construction, operations, financing) is the largest to date wastewater P3 in Canada. He also led the execution of the project through to December 2017. Lee has 37 years of experience with EPCOR in project management, engineering, operations, and maintenance of water distribution systems, wastewater collection systems and treatment plants. Lee has over 30 years of project management experience including highlights such as the Rossdale Water Treatment Plant and E.L. Smith Water Treatment Plant Expansions. These projects focused upon upgrading existing outdated facilities to meet more stringent water quality requirements. Over the past eight years, Lee has directed the development and execution of EPCOR’s water and wastewater capital projects for EPCOR’s commercial business. Lee participates in utility management activities including strategic and business planning, budgeting, rate setting, customer care and coordination of start-up of new Operations sites for EPCOR. As well as his duties with EPCOR, Lee is a volunteer peer reviewer for the American Water Works Association Qualserve Program and has participated in operational and management reviews of major North American Water and Wastewater Utilities in Santa Clara Valley Water District, San Antonio, Massachusetts Water Resources Authority, and Charlotte Utilities, as well as the Halifax Regional Water Authority.
