Managed multi-country, interdisciplinary teams. • Public institutions high level adviser experience for public administration reforms: MoRC, MoESD, MoF, MoJ, MoA, NAPR in Georgia; Ministry of Finance and Economic Planning and Rwanda Development Board in Rwanda; MoEDTTE, MoF, LPAs and National Business Centre in Albania; e-Government Centre and LPAs in Moldova; Tax and Customs authorities in Kazakhstan and Tajikistan. The most successful result: Consulting GoG on business regulations reforms - Georgia's business regulations rank (the WB Doing Business (DB) Index) has improved from 112th to 11th place in the world (the biggest improvement in the WB DB history), Georgia was named number one reformer in the world for the last five years (2010). • Extensive experience in managing donor funded projects; Managed diverse teams; Hired and managed administrative and technical staff. • Private sector experience: as a company director imported and retailed more than five thousand lines of products from the US, Canada, Mexico to Georgia, Managed SME-s in Georgia. • Comprehensive experience of assessing the gaps and drafting of new legislation; Government policies, reforms and development field projects evaluation experience. • As a Think Tank director, owned by one of the most prestigious and high ranked universities in Georgia, won different donors' tenders to implement deferent development field projects; Managed the organization on daily basis; managed research and consulting activities of one of the big universities in Georgia. • Extensive experience in managing/conducting researches/ studies which have included examining the impact of national legislation in Tunisia and recommending regulatory reforms, assessing the constraints to SMEs in Rwanda and formulation of an business enabling environment reform agenda, author of Batumi Development Strategy (UN, Georgia), DCFTA/AA opportunities (Georgia, Moldova, Ukraine) study, licensing and permitting sector study for Albania, export/import/transit regulations analyses in Kazakhstan and Tajikistan, developing the flat tax reform proposal for Rwanda and methodology for public service delivery reform for Albania, author of best rated book in development: Understanding Development: How do Countries Develop?(2021).
