About Leonid Meleca

Mr Leonid Meleca has a MSc degree in Civil Engineering and 20 years of professional experience gained and demonstrated on water supply and sanitation development projects in Central Asia and CIS countries. Mr Leonid Meleca is specialised in water supply and sanitation engineering, sector planning and policy making. His main fields of expertise are management of the infrastructure investment projects, sector policy development, feasibility studies, operational improvement of water utilities. Mr Meleca occupied lead positions, as well as participated as a team member in water and sanitation projects in Moldova, Ukraine, Kyrgyzstan and Tajikistan, financed by various donors and international financial institutions (EBRD, World Bank, EIB, EU, MCC, SDC, GIZ, USAID). Participated in number of country and regional planning activities, feasibility studies, operational improvement programs, non-revenue water (NRW) reduction and energy audits in water and irrigation sectors in Moldova and Tajikistan, and is experienced in assessment and development of operational efficiency of water utilities, improvement of WSS service management, technical assessment of the existing facilities, field measurements, identification of long-term and short-term investment needs, development of investment alternatives, cost-option analysis. Has sound knowledge of design and construction standards. Participated in technical assistance for preparation and implementation of the infrastructure projects (financed by the World Bank, EBRD, USAID and GIZ) in both urban and rural communities, including preparation of design, project documentation, tender documents and technical specifications, monitoring of works, evaluation of progress of the projects. Has particular knowledge of the EBRD and the World Bank requirements and procedures for implementation of the infrastructure projects, as well as FIDIC Contracts. Fluent in Russian (mother tongue), Romanian and English. Fair command of Ukrainian. Mr. Meleca is well experienced with relevant software, including AutoCAD, WaterCAD, SewerCAD, Epanet, ArcGIS and MS Office.
