About Leslie Findlay

LESLIE J. FINDLAY, SR/WA, R/W-RAC, is the Vice President of Tierra Right of Way. She has been involved in right of way activities since 1998. Prior to joining Tierra in 2016, Leslie worked for Universal Field Services, Inc. as a project manager, managing project timelines, working with staff to ensure activities were completed efficiently, and ensuring that the client's needs were constantly met. From 1998 until 2012 Leslie worked for the Washington State Department of Transportation, where she was responsible for the development and implementation of right of way training courses for staff, consultants and local municipal agency employees. She also performed quality assurance oversight, relocation assistance, and assisted with project certification reviews on FHWA funded projects within the State of Washington. Leslie holds the SR/WA and R/W-RAC certification from the International Right of Way Association. She is a Past President of the Puget Sound Chapter of the IRWA, past Chair of the International Relocation Committee, and past Vice Chair of the International Professional Education Committee. Leslie was named Chapter Professional of the Year in 2014 and Regional Professional of the year in 2019. Leslie is a certified CLIMB instructor for IRWA and teaches relocation courses for local chapters across the United States.
