Over 20 years of extensive, multi-faceted experience in the Texas energy industry, including: Executive leadership positions in the Texas electric power industry, including serving as Commissioner at the Public Utility Commission of Texas (PUCT) and Chief Executive and Public Counsel of the Office of Public Utility Counsel (OPUC) appointed by Texas Governor Greg Abbott; Board of Director governance leadership positions, including serving on the ERCOT Board of Directors, Texas Reliability Entity Board of Directors, Organization of MISO States Board of Directors, President of the Entergy Regional States Committee, and Texas State Affordable Housing Corporation Board of Directors; Senior-level positions at the Public Utility Commission of Texas, including serving as Advisor for two PUC Commissioners, Assistant Counsel to the PUC Executive Director, and Senior Policy Analyst in the PUC’s Policy Development Division; Lead in-house counsel on behalf of ERCOT in PUC contested cases, rulemaking proceedings, special projects, and regulatory matters related to the retail, transmission, and generation markets in ERCOT; Extensive, well-rounded experience with major policy and legal issues facing the state over the last two decades, including, but not limited to, generation resource adequacy and market design policy issues, utility rate cases, certificate of convenience and necessity cases for power generation and transmission, complex contested cases involving companies operating outside of ERCOT in other ISO/RTO markets, federal regulatory and policy matters related to reliability standards and environmental regulations, and regulatory, policy, transactional, and project development matters involving wind, solar, and battery storage resources; Extensive, well-rounded experience with the PUC regulatory process; Extensive, well-rounded experience with the ERCOT governance and stakeholder processes and market rules; Extensive, well-rounded experience with legislative matters before the Texas Legislature; Well-rounded experience with federal regulatory processes impacting the Texas energy industry, including FERC, NERC, and EPA-related matters; Extensive experience with ISO/RTOs, including ERCOT, MISO, SPP and WECC; Extensive, well-rounded experience advising clients with regulatory, legal, policy, legislative, transactional, and business development matters, including investors and other industry stakeholders.
