Ms. Marcil is a partner in the Washington, D.C. office of Steptoe & Johnson LLP. She represents energy firms in range of administrative and judicial matters involving economic and regulatory issues. Her practice focuses primarily on crude oil and petroleum products pipelines and includes litigation, regulatory counseling, and transactions. She primarily represents pipeline companies before the Federal Energy Regulatory Commission and in appeals from those matters. She has also represented clients before state public utilities commissions and in state and federal courts. Ms. Marcil has represented oil pipelines in connection with all aspects of pipelines rates and regulated practices, including cost-of-service ratemaking, indexing and grandfathering of rates, open seasons, capacity allocation, firm service, prorationing policies, affiliate relationships and standards of conduct, and jurisdictional and discrimination issues. She has extensive experience in advising clients with respect to market-based rates proceedings and has represented crude oil and petroleum products pipelines in over a dozen market-based rate applications and related proceedings at FERC. She has also advised clients in connection with new infrastructure pipelines and expansions of existing pipelines, oil pipeline leases, and a variety of pipeline-related transactions.
