About Luis Moreno

As the CEO of Arrowhead Youth and Family Services, I provide executive oversight and leadership to a 24-hour therapeutic and educational residential care facility. With an annual operating budget of approximately $5.887 million, I was responsible for the tactical execution of all affairs, including financial, programming, marketing, development, clinical services, human resources, quality assurance, admissions, education, and maintenance.I have over 20 years of experience in higher education administration, with a focus on student success and retention. I have served as the Dean of Student Success at Black Hawk College, where I led the Student Services staff and developed and administered the Code of Student Conduct. I also served as the Dean of Student Services at Black Hawk College, where I split my time between the main campus and BHC-East Campus. I hold a PhD in Educational Policy and Leadership Studies from the University of Iowa, a Master's degree in Recreation, Parks, and Tourism Administration with a focus on Student Union Management from Western Illinois University, and a Bachelor's degree in Law Enforcement Administration from Western Illinois University. My skills include employee training, career counseling, and staff development.
