About Lukwago Baker

Over 14 years of experience in leading extensive applied Programme Research, Monitoring & Evaluation and Collaborative Learning & Adaptation (CLA) for different programs focusing on Maternal & Child Health, Gender, Sexual and Reproductive Health Rights, HIV & AIDS prevention, Care and Treatment, Integrated Community Case Management (iCCM), Non-Communicable Diseases among others. I have established function M&E systems for programs funded by Global Fund, CDC, US Department of defense, USAID, UNICEF, IRC, Population Services International, DFID, and Bill and Melinda gates foundation among others that are aligned to the national M&E strategy and embrace program sustainability.I have also provided technical oversight and strategic advice for all research and evaluation studies (10+ studies annually) aimed at supporting programmatic and marketing work at Population Services International,Uganda. My technical skills include extensive knowledge & experience in quantitative and qualitative data collection methods and analysis software like; STATA, SPSS, Atlas-ti, NVivo, Ez-text; data visualization software like; DHIS2, PowerBi and excel dashboards and spatial analysis software like; ArGIS and Q-GIS.I have supported several projects and organizations to institutionalize collaborative learning and adaptation through developing and functionalizing the learning strategies for platforms and programs. Such processes have led to optimizations of interventions/projects conceived from research to pilot testing and finally national scaleup using the Human Centered Design (HCD) process.
