About M. Scott Tims

For the past 15+ years, I’ve focused on delivering realistic and forward-thinking results to public health and healthcare programs in multiple environments – program management, grant-based initiatives, and university policies and services. I believe in transforming lives through patient access, community support, and game-changing policy. I am currently seeking a new position in healthcare administration, public health policy, or organizational development for a health-focused company.From 2008 to just recently, I worked in a leadership role for Tulane University, rethinking health and well-being initiatives, including leadership of the Counseling Center and Student Health Center. My focus was on making a difference in organizational structure, training, talent equity, services, and communications. I built effective teams, expanded care access for underserved populations, drove fiscal responsibility and revenue, and built a strategic vision for the campus health services. Previous to this, I was a public health advocate for underserved patients in diverse communities. I specialized in expanding access to HIV/AIDS testing, prevention, and treatment support in Idaho and Florida. Key Expertise & Accomplishments: Solid record of influencing policy at multiple levels – organizational, local, and state – focusing on sexual violence, high-risk drinking, LGBTQ services, and HIV/AIDs prevention/testing. Strong voice for diverse groups, including transgender, LGBTQ, and minorities. I focused on reorganizing teams to increase pay equity, diversifying cultural and professional staff mix, and equipping staff to meet ALL patient needs. Charged COVID response efforts for Tulane by serving as incident commander. Lead authored health strategy and response and testing procedures. Issued 1M tests and headed program from university reopening to time of leave. Developed modernized student healthcare facility, communications strategy, and student portal to meet changing student needs for access to care, information, refills, and communication. Redefined HIV/AIDS prevention and testing public health program for Naples, FL, by engaging a community coalition, diversifying staff (hiring Spanish and Creole-speaking case managers), and fueling access to rapid testing, case management, and prevention measures.
