ONDA is a Bend-based conservation organization, founded in 1989, whose mission is to protect, defend, and restore Oregon’s high desert. Mr. Lacy has represented ONDA and many of its state, regional, and national conservation partners in legal actions in federal and state courts and administrative tribunals, focusing on wilderness and imperiled species conservation issues. ONDA’s first-ever staff attorney, he is now also its longest-serving employee in the organization’s history. Lacy also advises ONDA on legislative campaigns and other in-house counseling, and is he was a founding member of the organization’s Justice, Equity, and Inclusion team.
