I am a well-rounded individual that has supported FEMA Public Assistance (PA) Program as a FEMA contractor, an Applicant consultant, and a state representative (FDEM) for 15 years. My knowledge of Federal regulation, FEMA policies and disaster specific guidelines provided me the confidence to convey the PA program to State, County, and non-profit officials for 26 major disasters. I supported 4 Louisiana disasters as a closeout estimator reconstructing projects that were not properly procured (2CFR Part 200). Additionally, I provided my expertise at the East CRC as a validation specialist covering 6 major disasters. My 406-mitigation training allowed me to convey the program to the Applicants as mitigation procedures were developed to accompany the projects. I used R.S. Means cost estimating program to develop large projects & CEFs and to determine if the facility is damaged more than 50% for replacement or repair.I have an extensive knowledge and experience with the PA Program’s laws, regulations (2CFR and 44CFR), FEMA policy & procedures, PA Alternative Procedures (Sec 428), and CDBG which allowed me to fill a DPAGS position in Beaumont, Texas. My FEMA PA support positions have been a 4 Parish debris lead, JFO debris reviewer, estimator, grants manager, TFL, DPAGS, Grants Manager Trainer, Louisiana closeout specialist, and a Validation Specialist at the East CRC.
