About Malcolm Guy

Malcolm Guy is a Development Finance Certified Professional specializing in research and advocacy for public housing authorities and residents. His portfolio covers the public housing program; the Voucher Program, place-based housing including project-based vouchers; Rental Assistance Demonstration (RAD); tax credits including the Low-Income Housing Tax Credit (LIHTC); bond financing; and clean energy financing programs. He is well-versed in locally driven financing initiatives and programs. With a background in government and legislative affairs, Mr. Guy has regularly interacted with state and local agencies as well as other practitioners as they build and expand their development finance toolboxes. He routinely engages with federal agencies such as HUD, FHA, Energy, EPA, Treasury, and EDA. His areas of expertise include bond financing, small business support tools, federal and state financing programs, and rural economic development. Mr. Guy has vast experience managing webinars, organizing stakeholder meetings, planning and hosting both virtual and in-person events, and providing technical assistance to communities. He is the author of several reports and studies, including reports on Annual Private Activity Bond Volume Cap Trends, site redevelopment reports for several communities, and analyses of several states’ economic development programs. Mr. Guy is an advocate for public finance and economic development reforms through coordinating outreach efforts and organizing meetings with Congressional offices. Mr. Guy was involved in the legislative effort to reauthorize the State Small Business Credit Initiative (SSBCI) program with $10 billion in the American Rescue Plan. He was a primary author of a major policy document that saw half of its recommendations be introduced in Congress. Mr. Guy was formerly an Intern in the United States Senate. Mr. Guy also worked with a non-profit climate action group, as well as various political entities involved in grassroots campaign organizing. Mr. Guy graduated from The Ohio State University with a Bachelor’s Degree in Political Science, and Minors in City and Regional Planning as well as International Relations.
