About Mandy Carmichael Warner

I’ve dedicated my life to tackling challenging environmental policy issues like climate change and speeding the transition to a clean economy. As a Biden-Harris appointee at the US Environmental Protection Agency's Office of Enforcement and Compliance Assurance, I lead the Front Office's strategic outreach, external affairs, and special projects that address climate change and other environmental threats impacting our nation's air, water, and lands. As Director at Environmental Defense Fund, I led impactful initiatives at the intersection of climate policy, advocacy, and coalition building. I managed and supported numerous climate and air policy projects, including regional power sector programs, strategies for implementation of the Inflation Reduction Act, and Clean Air Act power, vehicles, and air quality regulations. I led successful projects at both the federal and state level through the development of government affairs and campaign strategies for multidisciplinary teams of staff, grantees, and consultants. I implemented high-impact regulatory, legislative, administrative, and political campaigns and set objectives for numerous projects. I represented EDF on numerous issues as a federal and state lobbyist and as lead strategist and policy expert in high-profile arenas, including with media, decisionmakers, and diverse coalitions.
