About Manoj Kumar Dubey

Manoj K. Dubey, an alumnus of Hindu College, University of Delhi, joined the Indian Railways Accounts Service (IRAS) in 1993 after clearing the Civil Services exam on his first attempt. Before that, he worked with UTI, introducing mutual fund schemes to rural communities. He also holds an MBA in Finance and Human Resources from the Indian School of Mines, Dhanbad, where he was awarded the Silver Medal (2011-13) by the then President of India. Recognized with the National Award for Outstanding Service by the Minister of Railways in 2011, Manoj has led transformative initiatives, such as digitizing salary disbursements and contractor payments, implementing e-Tendering and e-Auction, and streamlining employee policies. His 15 years of experience as Head of Finance across Dhanbad, Asansol, and Mughalsarai divisions have equipped him with extensive expertise in train operations and freight loading. As Director/Executive Director in the and Finance Commercial Directorates of the Railway Board, Manoj played a pivotal role in setting up Loco Factories through and advancing projects like High-Speed Rail and Dedicated Freight Corridors. His experience includes tariff structuring for freight and passenger services and managing international bids for mega projects. Currently, as CMD & CEO of IRFC, Manoj leads one of the top three NBFC CPSEs under the Government of India, steering its strategic direction and contributing to the modernization of India’s railway infrastructure. He has served on the Board of Directors for joint ventures involving global firms like General Electric (USA) and Alstom (France) with Indian Railways, and a joint venture company with NMDC, SAIL, and Indian Railways. Beyond his professional commitments, Manoj is actively engaged in promoting sports and Indian classical arts and has served as a Manager and Government Observer at several international tournaments.
