About Marc Engstrom

Marc Engstrom has more than 22 years of experience in policy development, government relations, legislative analysis, health care policy and international business working in multiple state agencies and the Legislature. He is currently the Acting Chief of Staff/Legislative Director for Assemblymember Jim Frazier. Prior to coming back to the legislature, he was the Director of Governmental Affairs for a membership association of Federally Qualified Health Centers, where he advocated for health care policies with state and federal lawmakers. Previously, he was Principal Policy Consultant for the California Coordinated Care Initiative, where he assisted in the creation of statewide policies to support the goals of the demonstration project and all legislative mandates; manager for policy development in the Department of Social Services, In-Home Supportive Services Division, where he oversaw the direction and operations for the In-Home Supportive Services/Personal Care Services Program, and Adult Protective Services policy development and interpretation as reflected in state statute and regulation; Acting Assistant Director of Legislation at the California Department of Mental Health, where he managed all legislative activities including overseeing the tracking, assigning, and writing of mental health legislative and policy analyses; and finally, public sector Policy Consultant for Deloitte Consulting, where he was responsible for creating and recording business and operations process flows, developing project user guides, implementing training sessions, developing work plans and financial schedules, and creating client presentations. He has worked closely with the Governor's Office, Departments and legislative staff, advocates, and stakeholders on a variety of statewide policy issues.
