Background

About Marcelo Zenkner

Professor - Faculdade de Direito de Vitória - since 2002, Prosecutor in Brazil since 1997 and member of International Association of Prosecutors (IAP), I held several jobs fighting corruption and organized crime in Espírito Santo State (http://agenciabrasil.ebc.com.br/noticia/2004-11-24/short-history-violence-espirito-santo). In I was invited to join a special division called “Public Prosecutor’s Office to Fight Organized Crime”, where I had been working for eight months alongside other Prosecutors (December to August At that time, I participated in the investigations and started an “Official Misconduct Action” and a Criminal Action against 15 (fifteen) town councilors of Cariacica City in a case that became known as "Rachid Operation", one of the first criminal actions in Brazil based on “Money Laundering Law” (Brazilian Federal Law 9613). After leaving that special division, I elaborated a report containing information about all the investigations that were in progress and, subsequently, were than used in several criminal actions against the ex-President of the State Assembly J. C. Gratz, the chief of illegal game numbers (“jogo do bicho”), and against the ex-Governor of Espírito Santo State. I served, in 2004, as a special advisor to the Prosecutor General's Office. On that occasion, I was assigned to help the police officer in the investigations of the homicide that killed Judge Alexandre Martins de Castro Filho, a member of the Federal Mission that worked in Espírito Santo. Two unidentified gunman riding a motorcycle shot Castro Filho in the head, abdomen and left arm as he was arriving at the “Bele Forma Gym”. Castro Filho was under police protection because he had previously received death threats connected with his work to fight against organized crime in that state. This investigation resulted in a criminal action against some police officers and against the ex-Judge Antonio L. Teixeira, who is accused to order this heinous crime.
