About Mark Emsden

As the President & CEO with the BCMB I am responsible for providing leadership management and control of all operations within the Alberta beverage container recycling industry, which includes the registration of all beverages and their manufacturers wishing to sell in Alberta, the monitoring and enforcement of Regulations and By-laws, working with the 220+ Bottle Depots and the Collection System Agents within the province. I am directly responsible for all project management into things such as, access requirements, system viability, by-law enhancement, service level agreements and system innovation. Prior to working with the BCMB, I was a Police Officer for 20 years, with 10 as a Detective, with a background in homicide and serious and organized crime. I am trained in Fraud Investigation, Financial Investigation and Intelligence, advanced witness and suspect interviewing, volume crime investigation, first aid, CPR and personal safety techniques. I have extensive experience presenting and preparing case files, obtaining orders and warrants, serious and complex crime investigation and several homicide investigations. I have many years of experience giving evidence in criminal and civil courts. I was a trained Family Liaison coordinator, having managed 8 liaison officers. I was also a licensed Police Search Team Leader. With my background as a Police Detective, and as a military veteran (RN), I pride myself in having a number of key attributes. I have the highest levels of professionalism, integrity, respect for myself and others, fairness, honesty, accountability, openness, selflessness and leadership. For three years (2016-2019) I served as the General Secretary and Treasurer for the Suffolk branch of the Police Federation of England and Wales (PFEW). In this role I was a member of the senior management team for Suffolk Constabulary. I dealt directly with Chief Officers and senior members of partner organizations including MPs and CEO's. Some of my other skills include, corporate risk management and mitigation, advocacy representation during criminal and conduct tribunals, health and safety management, policy design, equality advice, and media management.
