About Mark Libant
Currently I am the Director, ATFM, Flight Services & Web Products within the Air Traffic Management Engineering division of NAV CANADA. My work focuses mainly on design, implementation, and life-cycle management of Air Traffic Management Systems like Arrival Manager (AMAN), Departure Manager (DMAN), Network manager, System Wide Information Management (SWIM) and services associated with SWIM, and new Flight services to support of Trajectory Based Operation. I am currently co-chair of Radio Technical Commission for Aeronautics (RTCA) Special Committee SC-206 Aeronautical Information and Meteorological Data Link Services, member of EUROCAE Working Group 76 AIS/MET Datalink Applications, member of Civil Air Navigation Organization (CANSO) Digital Transformation Working group, State representative for International Civil Aviation Organization (ICAO) Information Management Panel (IMP), and CANSO advisor for ICAO Air Traffic Management Requirements and Performance Panel (ATMRPP). I was a lead program manager on number of technology deployment activities during my time as Manager at NAV CANADA. I led the development and deployment of weather program systems, development and deployment of core Flight Information Service systems, and more recently the design and implementation of System Wide Information Management (SWIM) within NAV CANADA. Currently I am leading development and deployment of systems in support of Air Traffic Flow Management. I was a National Winner for the Chairman’s Award for Employee Excellence in 2016. The weather program under my leadership received acknowledgement by the Northwest Territories government. The Minister of Transportation, the Honorable Tom Beaulieu, recognized the improvements made by NAV Canada at NWT airport sites with community aerodrome radio stations. The real-time, accurate, weather data provided through these improvements to the weather observation systems benefit NWT residents and communities through improved air services between communities allowing for improved decision-making and faster response times by the medevac service contractor. Prior to my current position, I was a lead integrator for NAV CANADA’s automated air traffic control system (CAATS). Earlier in my career I worked as a software developer in the insurance industry and as a mathematician in the field atomic energy research.
