About Mark MacDougall

Mark MacDougall has over 40 years of legal and business experience in large cooperative and investor-owned utilities. He is the Sr. VP, External Affairs and General Counsel of Southern Maryland Electric Cooperative (SMECO), one of the largest electric cooperatives in the US, serving over customers and having $450 million in revenues. He serves as Vice President and Secretary of SMECO Solar LLC, a wholly-owned subsidiary of the cooperative. Beginning in 1998 as SMECO's chief legal and regulatory officer, his accomplishments include leading the corporation’s electric industry restructuring efforts that resulted in the recovery of $56 million of transition costs, and spearheading the successful effort to obtain legislative and regulatory approval to use a managed portfolio for acquisition of power supplies. Mr. MacDougall successfully defended against legal challenges to SMECO’s right to invest in non-utility businesses. He also successfully managed and litigated the corporation’s last four distribution rate cases. Mr. MacDougall is a key participant in corporation’s strategic planning and power supply development processes. Regularly interacting with the Board of Directors, he advises them on legal matters affecting SMECO's operations. Before joining SMECO in 1998, Mr. MacDougall was employed for 18 years by Baltimore Gas and Electric Company, a combination electric and gas utility with more than 1.2 million customers. He held various accounting, finance and legal positions, including Associate General Counsel-Rates and Regulatory. He also held the position of Manager, Regulatory Affairs with the American Gas Association and was a primary liaison with the Federal Energy Regulatory Commission, the Department of Energy and the Department of State. Mr. MacDougall earned a Juris Doctor from the University of Maryland School of Law, and MBA and BS degrees from the University of Maryland, College Park. He is admitted to the Bar of the State of Maryland.
